GREENVILLE — Greenville City Council approved issuance of a 10-year bond for $812,361 to pay for city improvements during council’s Tuesday night meeting.
The bond will pay for a new heating and cooling system at the Municipal Building, roof replacement at the police department annex, and acquisition of police and fire equipment, including new dispatch communications consoles. The bond is scheduled to mature December 1, 2027. The ordinance passed unanimously.
The original bond amount sought was close to $900,000. Some expenditures previously discussed, including contingencies, will be appropriated this year and others built into the 2018 budget, thereby lowering the bond amount in its final, approved form.
City Auditor Roxanne Willman said the money to begin the improvements should be available before the end of the year.
Safety Service Director Curt Garrison discussed with council the city’s water boil advisory which was in effect Saturday and Sunday.
Garrison said a valve malfunction Saturday evening at the water plant led to creek water entering the water system unfiltered. He said the the advisory was issued “because we could not prove the water was safe to drink.” Approximately 20,000 gallons went into a 1-million gallon tank. The advisory ended Sunday at 10 p.m.
“We did the best we could with what we had to make contact with the public,” said Garrison.
Garrison also informed council that plans for Downtown Redevelopment Districts, or DRDs, have been drawn up by the Montrose Group, and the city will hold stakeholder meetings at 1 p.m. and 6 p.m. December 7 at St. Clair Memorial Hall for property owners living within those districts.
Among legislation approved by council Tuesday included:
- An ordinance authorizing appropriations to the General Fund for: Office Salaries – Auditor in the amount of $10,400, needed to cover the payouts for a retiring employee; Salaries – Police in the amount of $130,000, to cover additional salaries in excess of budget through December 31, 2017; and Street-Capital Improvements – Street Lighting in the amount of $10,000, to replace a light pole hit by a vehicle. The individual’s insurance will be billed for reimbursement;
- An ordinance in the amount of $6,000 to cover GovDeals fees for equipment being sold;
- Resolutions to enter into contract with Spectrum for fiber internet service and telephone service for the City of Greenville;
- Resolutions to accept a bid from Kremer Roofing, Inc. for the replacement of the Annex roof and a bid from Bolyard Heating & Cooling, Inc. for the replacement of the City Building’s heating ventilation and air conditioning systems;
- An ordinance to make Ludy Street a dead end street for safety purposes;
- And resolutions to purchase a MAX Call Talking System and a MAX 2 Position Radio Console from J&K Communications, Inc. and have it installed for use by the Police Department.
Council adjourned to executive session to discuss personnel.
