

WAYNE COUNTY, Ind. – A New Weston man is in the Wayne County jail after he was charged with dealing methamphetamine and possession of a handgun by a serious violent felon on Saturday.
Richmond Police Department (RPD) arrested Ilberto M. Spicer, 30, in the 1100 block of South E Street.
Spicer is being held in custody on preliminary charges of dealing methamphetamine (Level 2 felony); possession of methamphetamine (Level 3 felony); possession of a handgun by a serious violent felon (Level 5 felony); possession of precursors, possession of a stolen handgun and maintaining a common nuisance (all Level 6 felonies); and possession of paraphernalia (A misdemeanor).
Mary C. Cottrill, 29, who is accused of visiting a common nuisance (B misdemeanor) and possession of paraphernalia (A misdemeanor) and Clayton E. McCowan, 47, also were in the vehicle. McCowan is also accused of visiting a common nuisance (B misdemeanor). Both were arrested at the scene.
