GREENVILLE — A substantial number of ordinances and resolutions were approved during the Greenville City Council’s meeting Tuesday night.
Among the measures adopted were resolutions authorizing Safety/Service Director Curt Garrison to enter into contracts for consulting services with Brian W. Barnes & Co. and O.R. Colan & Associates.
The two contractors will provide services related to obtaining right of way for sidewalk construction on the city’s West Fourth/Sweitzer Street project. Barnes & Co. will be paid $10,000 to review the right-of-way process while Colan & Associates will receive $140,000 for negotiating right-of-way purchases from property owners plus $5,000 for contingency expenses.
“We need to obtain additional right of way due to grant dollars being federally funded, as we follow the [Ohio Department of Transportation] federal guidelines obtaining that right of way,” Garrison explained. “Those guidelines include hiring independent consultants who will go out and negotiate on behalf of the city with the different property owners.”
Garrison was also authorized by resolutions to advertise for bids for the city-wide sanitary sewer grouting project, bids for street maintenance paving, and bids for the management of bio-solids generated by the city’s wastewater plant.
Council also passed resolutions authorizing the Public Transportation Director to purchase equipment in conjunction with the 2016 ODOT grant proposal, and directing the Safety/Service Director to enter into contract with ODOT for the planing and resurfacing of Ohio Route 121. This $145,000 appropriation will cover work done from the traffic circle to the city’s corporation limits in conjunction with other work being performed on Ohio and East Main Streets.
Council approved an ordinance authorizing the Safety/Service Director to enter into a memorandum of understanding with the Darke County Board of Commissioners to have Greenville Police Department vehicles maintained and serviced by the county garage.
Garrison told council that the memorandum will not increase the cost rate for police vehicles serviced, but reflects recent changes in the county garage enacted by the commissioners.
Other ordinances passed include a transfer of $885 to cover payment due to Greenville City Schools regarding the Andersons Enterprise Zone agreement; an ordinance approving the annual updating and revision of the city’s code by American Legal Publishing Corporation; an ordinance for a contract with Hull & Associates, Inc. to perform monthly groundwater testing at the city’s former landfill; and a partnership agreement with the Darke County Commissioners for the purpose of operating a Community Housing Impact and Preservation “CHIP” program.
Council also voted to accept four committee reports:
• A Finance Committee report recommending keeping the current status of pay grades for the city’s clerk of council;
• A Finance Committee report establishing proposed pay grades for an IT director and IT technician;
• A Utilities Committee report recommending annexation of the city’s water plant into the city limits;
• And an Ad Hoc Committee report which advised keeping the position of Assistant Fire Chief unchanged.
All committee reports were unanimously accepted with the exception of the Utilities Committee water plant annexation recommendation, in which Councilmen Todd Oliver and Steve Willman voted against.
The Greenville City Council meets at 7:30 p.m. the first and third Thursday of every month. Its next meeting is April 19. The meetings are open to the public, who may address council during the “public hearing” portion of the agenda.
