DARKE COUNTY — The Ohio Department of Transportation (ODOT) is seeking public input on a plan to fix a troublesome intersection in Darke County.
ODOT is proposing to undertake safety improvements at the intersection of State Route (SR) 571 and Arcanum-Bears Mills Road in Van Buren Township, east of Greenville.
Both roadways have a posted speed of 55 miles per hour and are one-lane in each direction. The north and south approaches on Arcanum-Bears Mill Road are stop controlled. SR 571 has an average daily traffic of 6,590 vehicles; Arcanum-Bears Mill Road (a county route) has an average daily traffic of 1,550 vehicles.
According to ODOT, in 2013, an area property owner requested that the agency review the project intersection for possible improvements to reduce accidents at this location. During the most recent study period (2013 to 2015), there were 10 crashes; 80 percent were injury crashes, including a fatal crash. All were attributed to driver error (failure to yield or failure to stop).
The existing intersection is a skewed intersection, with an angle of approximately 65 degrees (southwest and northeast quadrants); this exceeds the ODOT design standard of 70 degrees for the conditions at this intersection. Under the project, the intersection will be realigned to provide an improved angle of intersection (approximately 85 degrees).
Analysis of the proposed improvement indicates that it will result in a modest reduction (approximately 10 percent) in crash events at this intersection.
The proposed realignment will shift the intersection east. The project will require acquisition and removal of the small out building currently located immediately southeast of the existing intersection. In total, the project will require permanent acquisition of approximately 0.7-acre and temporary acquisition of approximately 0.6-acre. Most permanent acquisition, approximately 0.6-acre, will be from the cultivated field northeast of the intersection.
Construction at the intersection is expected to last approximately four months. For the majority of the construction period, traffic on SR 571 will be maintained, although lane closures will be required to protect workers and the public. Traffic on Arcanum-Bears Mill Road will be detoured in phases, with each phase lasting approximately 45 days.
The project will be constructed with state System Preservation Funds. The total cost for the project is estimated at $500,000. Environmental clearance is scheduled for August 19, 2016. The project is expected to award in April 2018.
