VERSAILLES — The Versailles Village Council approved a five-year capital improvement plan for 2019 to 2023 at its regular session Wednesday night.
Village Administrator Rodd Hale discussed the CIP with council members during a scheduled public hearing prior to the start of the meeting.
One of the items on the list slated for purchase in 2019 is a new ambulance for the Versailles EMS. Hale said the $210,000 purchase would need to be financed for a seven-year period.
“We can handle that budgetwise, but we’ve got to do something. We’ve known for a long time we’ve got to upgrade,” he said, noting the new vehicle will have an estimated 20-year lifespan and the chassis can be replaced separately over time if necessary.
As it regards equipment expenditures in 2019, the village is planning to spend more than $400,000. As for projects, for which more than $1 million is planned, some of the more notable projects on tap for the coming year include a $100,000 water line loop for Klipstine Road.
“That may not happen if we determine the benefits that we are still researching are not worth the expense,” Hale said.
The CIP calls for $85,000 for engineering for the reconstruction of Virginia Street in 2019.
“We want to get the engineering done because once we have the engineering completed we are applying for a competitive Ohio Public Works Commission grant, and we get extra points if we have the engineering completed,” Hale said. “If we don’t get the grant in 2020, then I’ll move that project back to 2021 and reapply.”
The cost of recoating the interior of one of the village water towers is estimated at $118,000.
“This needs to be done approximately every 15 years, and we’re over that time period,” he said.
As for years 2020 through 2023 of the CIP, Hale said only calendar year 2019 is “pretty much” set in stone.
“What is listed will be our guide. We may change up a little, but those items are what we will budget for,” he said. “Anything after 2019 is open game to cut, increase, decrease and so forth.”
Also approved by council Wednesday night were resolutions to enter into contracts with York, Richland and Wayne townships for fire protection, and Wayne Township and the Village of Russia for EMS services.
The Village of Versailles Council next meets at 7 p.m. Dec. 12.
