UNION CITY, Ohio — Mayor Zachary Pruitt called a recent special meeting of the Union City, Ohio, Village Council to order at 6 p.m., and adopted an emergency ordinance.
The ordinance authorized the mayor and fiscal officer of the village of Union City, Ohio, to transfer real estate located in Commerce Park to Ha-Ste Manufacturing.
The meeting adjourned seven minutes later.
At the monthly meeting of council, Mike Bruns from Mote and Associates presented council with project updates:
•First Street resurfacing-The project consists of resurfacing First Street from Main Street to East Peppermint Street. This project will take place in 2017 and is funded through CDBG monies. Mote and Associates presented council with an engineering contract for the project. Council agreed to go forward with the contract.
• Sanitary sewer rehabilitation-Phase IV-Miller Pipeline has completed most of the relines on the project except at the viaduct on Deerfield. A point repair is required before this can be completed. The worse case could be the Village would have to put two manholes at that site and would costs $16,016. Councilman Eric Rust motioned to go forward with the point repair on Deerfield and Councilman Brad Horsley seconded. The voice vote passed unanimously. The project came in under budget so the village has $70,000 remaining for the project. It was discussed to repair the check valve on Bon Bon Drive and do some additional manhole rehabilitation and/or sewer lining. Public Service Director Eric Hanna stated the Bon Bon issue was his main concern to get fixed. Mote and Associates will get quotes and bring back to council in January.
• Natureworks grant application-restroom facility. The village has received a grant from Natureworks for $17,730, along with local monies this project has a completion date of December 2018.
• North Street reconstruction-A grant application has been submitted to OPWC and has been forwarded to Small Government funding. A district meeting is Jan. 12, 2017, to determine if the village scores high enough for the project to go forward.
In other matters, council:
• adopted an emergency ordinance authoring the major to enter into a contract with Mote & Associates Inc., for engineering services for the first street resurfacing.
• adopted an emergency ordinance closing the unimproved right of way between lots 404 and 405 of the Archard’s Addition and lots 101 through 106 of the village of Union City, Ohio.
• adopted an emergency ordinance setting the temporary appropriations for fiscal year 2017.
• adopted an emergency ordinance authorizing the mayor to enter into a contract with Time Warner Cable, for telephone and internet services for the village.
• passed an emergency resolution reallocating appropriations from multiple fund line items to multiple fund line items.
• passed an emergency resolution authorizing the fiscal officer to amend the 2016 revenue and appropriations.
• accepting the bids for the following equipment: 1986 International Dump Truck for $800, bid submitted by Jim Martin; All three dump trucks, $3,500 bid submitted by Sham Kiser; 1986 International dump truck, $1,000 bid submitted by Justin Jordan; 1986 International dump truck, $1000 bid, a 2003 Horton ambulance, $800, a 2006 Horton ambulance, $1,000 bid, a 1990 International dump truck and a 1991 International dump truck, $800 bid, all submitted by Jeff Young; and a 2006 Horton ambulance, $300 bid submitted by Austin Coning.
• approved the application of Sarah Campbell for fire/rescue.
Councilman Brad Horsley asked what the status was on hiring a village solicitor. Public Safety Director Mark Ater stated that he has made contact with the firms of Scot Rudnick and Eric Brand and they declined. He now is talking with Attorney Jim Detling and he has voiced some interest.
Ater also stated the community response to help the people in Gatlinburg was “very positive.” The community and the surrounding communities filled an entire Dick Lavy semi truck, he said.
