Commissioners discuss the transfer of funds, appropriations

GREENVILLE — The Darke County Commissioners met Tuesday to discuss the transfer of funds and appropriations. Commissioners Matt Aultman, Mike Stegall, and Larry Holmes were present.

In a matter of examination and allowance of bills there is $10,557.81 in the General Fund, $73,297.20 in the Outside General Fund, and there is a grand total of $83,855.01.

A two step process to transfer appropriations and funds for the permanent improvement for the Board of Elections was approved. A transfer of $36,000 was transferred from building construction, plus $5,000, to transfer out for tracking voting machines for the Board of Elections separately. Step two consisted of a fund transfer of $36,000 from transfer out to transfer in.

“A few years ago, we started moving this over because we knew we would have a payment for upgrades of contract of service on the voting machines,” Aultman said. “Every year it is built into the budget, and we are just getting to that point where we put “x” amount of dollars over into that fund to cover future costs.”

A revenue and appropriation increase for the Darke County Commissioners’ Airport, the 2021 FAA Airport Improvement Grant, increase in County Share for Administrative costs is a $500 estimated revenue increase and an appropriation increase of the same.

A transfer of appropriation for the Michael’s Resource Center and Darke County Sheriff were approved. A total of $4,000 was transferred from the other operating fund into the training and education fund for the Michael’s Resource Treatment Center in order to balance some insufficient funds. A total of $9,500 was transferred out of Physician Services into resident sundries and natural gas funds from the Darke County Sheriff in order to cover purchases and utilities.

A Fund Advance for the 2020 Critical Infrastructure Grant was approved. The DC Commissioners were requesting that the following fund advance be completed to cover “Tom’s final Construction payment. A total of $9,915.81 was transferred from the general fund to an outside fund, and all funds will advance back once revenue is received.

A revenue and appropriation increase for the 2020 Critical Infrastructure was approved. It is the final advances for the grant, and an estimated revenue increase of $7,852.67 and appropriation increase of the same was approved.

“Stick a fork in that one, it’s done,” Aultman said.

Following the meeting, the commissioners wished all the fair goers a good week and hoped they were enjoying themselves.

“I hope everyone is having a good fair, and the weather has been pretty decent,” Stegall said.

Holmes agreed before adding it has been fun watching the families and folks getting together at the fair.

“We have been fortunate to have elected official visit: Congressman Davidson, Governor DeWine, and Senate President Matt Huffman, All of those occurred on Saturday, and they were good visits,” Holmes said.
